I’m starting to notice a pattern here with both the US and Japanese cartoons… what’s with the obsession with birds’ nests? Lolololololol

I think that, when you're tiny and outside, you're gonna meet a bird in the same way that if you fall into water in a cartoon, you're heading for a waterfall

Birds and/or falling into sewers seems to be a very common trope with alot of animated shrinking I realized haha

Wicked - Episode 15 "Big Mess"
This is an Australian cartoon, so it's not technically western animation, but it's in the same vein so might as well count lol
In the episode, the main boy Rory is chastised by his parents and stepsister Dawn for never cleaning his room. Annoyed at always being called small as well, he orders a special elixir that will supposedly help him grow, unaware it is secretly sent by the main villain, Apple Head, and instead shrinks him down. He spends the day running around, avoiding danger, and trying to get someone's attention stuck in his room. Near the end, Dawn appears and is also shrunken down by the elixir, and the two have to hide from their cat who attacks them. They successfully restrain the cat and return to normal size after the room has been all cleaned.
Sadly, the SW stuff only happens in the last couple minutes (starting around 17:30), but if you don't mind anything else shrinking related, there's still some good stuff here.

CAPTAIN PLANET AND THE PLANETEERS - Episode 93 - "Frog Day Afternoon"
Attempting to use frogs to create a formula that will cure her facial scar, the villainous Dr. Blight inadvertently develops a shrinking serum that, via dart, affects Wheeler and Linka. Naked and miniaturized, the pair are left to fend for themselves until they can be rescued.
This was the most exciting TV episode in the world to discover at a young age. Shrinking out of clothes was (and still is) rare, especially for women. Plus, I already had a crush on Linka. Who doesn't love a beautiful, eco-friendly woman with a Russian accent?
That was surprisingly excellent so thanks for bringing that to our attention! And I agree, there is not enough "SW out of clothes" out there.
As a bonus, I found another Captain Planet episode focused on shrinking,
Season 5 Episode 10 - "No Small Problem". In this one, all the Planeteers are shrunken and thrown into the trash, and must try to traverse and escape the dump. Sadly no shrinking out of clothes here, but still some good shrinking interaction stuff. "Shrunk in trash" is also a pretty under-utilized trope IMO.

Don't forget the other Captain Planet episodes, 'The Inside Job' and 'In Zarm's Way'.

I agree that SW "out of clothes" moments are rare on TV or movies, but they can be found in lots of mainsteam books, and even some comics. It's just easier to allow nudity in books than on TV.

It's animated in France, but dubbed and aired in the West.

Anybody happen to know about Grossology? That show had at least two episodes with SW (one of which was a Fantastic Voyage parody). I found one of them on Youtube, but it didn't have any audio...
