iPad collaging

I’m picking up an iPad and I was wondering what’s the best app to create collages. I use photoshop on PC but the iPad build seems to be split into several different apps. Hoping there’s a 1 app does all solution. Thanks.

Pixelmator is quite good. I use the Mac version as my primary editor, but the iPad version is very similar. If you are going to draw with a pen, Procreate is better.
